Off-plan penthouses in Dubai

An off-plan penthouse is a home bought before completion. Check the project, payment route and exact unit before reserving; then separate what the drawings establish from what you can only judge at handover.

Before you commit

What should you have before reserving?

Ask for the exact unit number, dated plans, specification, sale terms and verified payment instructions. A launch brochure describes a project; these documents define the home and transaction you are considering.

If the deadline arrives before those details are clear, pause. Early access is useful when it secures the right residence, but “private allocation” is not evidence of quality.

Verify the project and payment route

Use DLD’s Project Status Enquiry to check project details and progress.[1] Madmoun QR codes let you verify approved property advertisements; a permit is not an endorsement of the purchase.[5]

DLD’s project-registration process includes an escrow account for off-plan sales,[2] within the framework of Law No. 8 of 2007.[4] Have the payment instructions and account arrangements checked for your transaction.

DLD describes provisional registration of an off-plan unit through Oqood.[3] Ask for the registration output and have your legal adviser match the unit, purchaser details and agreement.

Unit and contract

Identify the exact home

Confirm the level, orientation, internal and terrace areas, finished ceiling heights, parking, lift access and service route. Ask which plan revision forms part of the contract and how later changes would be handled.

If only one unit is said to offer the view and layout you want, compare the other crown positions. Scarcity becomes meaningful once you can explain the differences.

What the drawings should establish

Check all four Celebrity penthouse criteria against the plans and specification.

Look for

Building section, residential floor schedule and the exact levels occupied by the same residence.

Ask

Does this home reach and include the highest residential level?

Larger area

Look for

Unit area schedule and plans for standard residences below, with indoor and outdoor areas identified separately.

Ask

On the same measurement basis, is the crown home materially larger?

Distinctive layout

Look for

Contractual or approved plans compared with the typical residential stack.

Ask

Is the spatial composition genuinely different in room scale, zoning, circulation or floorplate logic?

Higher ceilings

Look for

Finished ceiling-height specification and sections, including bulkheads and any lower service zones.

Ask

Is the greater clear height specified in the rooms you will use, rather than only a floor-to-floor structural dimension?

Future outlook

Check the view from your rooms

Use the unit’s orientation and level, then examine neighbouring plots and future phases. Check the outlook from the living room and bedrooms, including parapets, façade frames and other obstructions.

If the premium relies on a “protected view”, ask what supports that claim. An open panorama in a render does not establish future development rights. Compare privacy and terrace exposure across available orientations.

Specification and execution

What still depends on delivery?

You cannot fully inspect acoustics, lift noise, workmanship, terrace comfort or daily building management before completion. Review the developer’s completed work and distinguish contractual specifications from illustrative material.

Have the substitution and completion provisions reviewed by the appropriate advisers. A strong track record helps you assess delivery risk; it does not remove it.

Timing

Does early access help?

What can you inspect before you decide?

Off-plan

Plans and future delivery

You can assess plans, specifications, project progress and the developer’s record. The finished home and its operation remain partly unobservable.

Completed

Physical inspection

You can inspect the actual view, materials, noise and arrival. Future development around the building still needs review.

Visit a comparable completed home if possible. It gives you a useful benchmark for proportions, privacy and building quality.
